Biography
Ms Lilian Yew Siew Mee is a distinguished nursing executive, educator, and global health advocate who currently serves as Chief Nurse, Singapore Healthcare at Raffles Medical Group and Vice President of the Singapore Nurses Association. With over 33 years of experience across Singapore’s public and private healthcare sectors, she has established herself as one of the nation’s most influential voices in nursing leadership, workforce development, and professional excellence.
Lilian holds both a Degree and Master’s in Health Sciences from SIM–The University of Sydney, earned in the early 2000s, and completed her Master in Education (Curriculum and Teaching) in July 2023. Her academic foundation and leadership journey have shaped her into a transformative leader committed to elevating nursing practice and systems-level performance.
A visionary strategist, Lilian led the development and launch of the RAFFLES Nursing Professional Practice Model (PPM) in 2024, an organisation-wide framework that embeds seven core values—Responsibility, Accountability, Flexibility, Fortitude, Leadership, Empowerment, and Stewardship—into everyday nursing practice. Building on this foundation, she is spearheading the regional expansion of the Raffles Nurse Leaders Programme (RNLP) from 2026–2027, strengthening climate-conscious, innovative, and future-ready leadership capabilities to empower the next generation of nurse leaders.
Under her stewardship, Raffles Hospital has achieved multiple institutional milestones, including three consecutive cycles of ANCC Provider with Distinction Accreditation, the ANCC NCPD Premier Award (twice), and Baby Friendly Hospital Initiative (BFHI) Re-Accreditation. She continues to advance global excellence in nursing as an ANCC International Appraiser Team leader since July 2025.
Internationally, Lilian is one of only 31 global scholars selected for the prestigious International Council of Nurses (ICN) Global Nursing Leadership Institute (GNLI) 2025–2026, where she contributes to cross-regional policy dialogue and collaborative leadership development. Her global standing is further reflected in her induction into the Global Woman of Influence Hall of Fame (2025), the national SkillsFuture Fellowship Award (2024)—as Singapore’s first nurse leader recipient—and her recognition as a Top 10 Finalist for the Aster Guardians Global Nursing Award (2023).
A dedicated mentor, Lilian also serves as Vice President of Sigma Theta Tau International’s Upsilon Eta Chapter, championing leadership growth, professional excellence, and the advancement of nurses globally. She believes that nursing leadership is a calling to influence, uplift, and create meaningful change—one nurse, one team, and one community at a time.
